Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are conducted: optimistic declarations are issued from multiple capitals. Immense energy is expended on restraining certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "settlement".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from Russian territory, a capacity provided through current data. From witness perspectives, defense planes that had been dispatched to intercept incoming guided weapons flew past – advanced fighter aircraft provided to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems thundered: several firings deployed against a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through partner states. Every launch creates sudden vibrations, shaking the windows. The moment of terror quickly gives way to grim resignation: perhaps the incoming missile won't cause damage this time, protecting urban areas from devastation and further power outages.
Ongoing Risks
Following this, a heavy machine gun fired at a drone close by, part of a mobile-fire group – probably imported technology. Unfortunately, the shots failed to hit the opposing UAV – it pressed on overhead toward its destination.
With pauses, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, destruction and infrastructure problems in multiple buildings as a result of the night's assault. As always, everyone still went about their day – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a need that regional partners are demonstrably unable to replace in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from Washington provoked deep reactions, controversy and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new proposal from Washington follows the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually secure success. This pattern will, certainly, persist.
Tactical Assessments
It is convenient to criticize particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. American leadership functions according to a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration assumes that it is unfeasible to pressure the Kremlin to surrender the territory that it currently occupies in Ukraine's south or east.
The problem is that while accepting these circumstances, American administration does minimal to deter Moscow, through diplomacy or military means, from believing that the current condition will not change more in its favour in the months ahead.
Divergent Views
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their motivation to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leadership remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding civilians and areas but averting a complete military breakdown until circumstances change in its advantage.
Current Realities
Objectively, there are no actual prerequisites for a armistice. Now, individual motivations are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not switch to homefront challenges. And although their objective will now be much harder after current events, it remains highly unlikely that this will change their overall approach.
These two forces are influencing discussions.
Assessment and Future
It took a just a single week to eliminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all served their function.
While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to change the course of events, if they stand together and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, largely rely on ongoing international assistance.
